Tucson's Community Corridors Tool (CCT) is an optional zoning overlay. It allows more flexible development along arterial and collector streets. In Miramonte, the streets it covers are Speedway, Country Club, Alvernon, and Fifth Street, which is every edge of the neighborhood.
The CCT aims to encourage infill development, pedestrian- and bike-friendly design, transit use, green features, and affordable housing. MNA supports those goals. But the board is concerned that, without safeguards, the CCT could bring more on-street parking and more non-resident traffic onto interior streets. It could also make the existing litter and illegal-activity problems around bus shelters worse.
What the board asked for
In formal feedback to the Planning Commission, MNA asked the City to consider:
- Protecting against parking overflow by letting residents join the Residential Parking Permit program at a reduced or free rate, and by including bike-friendly infrastructure.
- Limiting added traffic through measures like exit-only streets or dead ends.
- Fixing problems at bus shelters to reduce debris and illegal activity.
- Measuring results. The CCT should include a method and a timeframe for evaluating its effectiveness and its impact on neighborhoods, and the results should be shared with the public.
- Notifying neighbors. Nearby property owners should be notified when a development using the CCT is proposed.
